Healthcare reform proposal on insurance exchanges was tried in Florida (Miami Herald)

Nonprofit health insurance exchanges — the type now being proposed in Congress as an alternative to the public option — were tried in Florida in the 1990s with disastrous results. Some experts think new ones can be made to work — but others see inherent problems that mean any version is likely to fail.
